In the fall of 2006, Sask Trends Monitor published the Economic and Demographic Profile of Prince Albert which revealed that the number of eligible Prince Albert youth choosing to remain in school has declined in recent years. The study also identified that in 2001, one-quarter of the families in Prince Albert were headed by a single parent, with that number steadily increasing.

The Fire Mentoring Program was created to mentor "the youth in our community that require a helping hand and guidance in making positive decisions in life."

Candidates were recommended by various partners in the community and went through an interview process to be accepted into the program.

Prior to any shift participation, each candidate ("Shadow") receives an introduction to safety awareness and Personal Protective Equipment (PPE). Shadows are assigned their own PPE for the duration of the program.

The Shadows are introduced to basic drills to build their confidence levels with the SCBA (Self-Contained Breathing Apparatus) during black-out conditions. Safety and basic search and rescue techniques are emphasized.

The Shadows are taken through numerous scenarios where emphasis is placed on search and rescue techniques.
